We provide research, conduct advocacy efforts and render advice to Governments, International Organisations, foundations, and other concerned entities on legal, ethical, policy, regulatory, and practical frameworks at the intersection of
health, law, and public policy.
CEHlPI started in 2014 as a specialised center under the Institute of Public Policy Research (Uganda). It is now a fully-fledged independent organization that adopts a trans-disciplinary and collaborative approach.
CEHLPI builds partnerships with international organisations, academic institutions, government agencies, foundations and civil society to address systemic and practical challenges.

ACCOMPLISHMENTS
- The ratification by Uganda of the Framework Convention on Tobacco Control;
- Provided a gap analysis and led efforts at Parliament of Uganda on reform of the Public Health Act (1935);
- Provided advice and initiated national and regional efforts for the development of mandatory regulations for the elimination of industrially produced Trans-Fatty Acids from the food chain;
- Provided advice to the Government and a leading global health foundation on the legal gaps and challenges to road safety, leading to the reform and amendment of the said Traffic and Road Safety Act;
- Providing advice to the Government and WHO on building regulatory and fiscal capacity to support the development of development, adoption and implementation of legal and fiscal policy interventions to promote healthy diets and physical activity (Global RECAP)
- Provided advice to a leading International Organisation and training to the Government on strengthening national legal and policy frameworks on preparedness and response to public health emergencies, in line with relevant international legal norms and standards, including the International Health Regulations;
- Advised and successfully secured the approval of $15.4 Million in domestic investment for epidemic preparedness.
